Jiraiya would win. He is the most skilled of the Sannin. Tsunade has her super strength, and healing. Her Souzou Saisei would not matter here either cause she would not have enough time to gather chakra. Jiraiya Has Yomi Numa, Gamaguchi Shibari, and Gamayudan. and is he uses Gamayudan then that will slow them down a little bit but whenever he uses one of his many fire jutsus the damage will be maximized. This is all I want to post for now, if u want to argue then whatever u say I will prove wrong (in this thread) Tsunade can't win this one.
