Ichigo and Hitsugaya still take this because Ichigo not only travels just as fast ast he 4th without any prep required but also attacks faster than even the sharingan can track. To add insult to injury Ichigo has takes mountain crushing moves, been stabbed, shot, sliced up and still been able to fight and if you add his Hollow mask onto that all his powers increase exponentially. If that alone wasn't enough because Ichigo has more raw power than kenpachi he can simply flare his reastu to incapacitate any naruto character.
