I would say Asuma.He has a lot more battle expirience.He could use flying swallow to make his knives longer to attak from a distance.Neji has the byakugan and his gentle fist on the other hand.In one of the ovas it showed Asuma fighting Neji and he was blocking Nejis attacks without even really trying.

If he wasn't a good shinobi then he would'nt have been part of the 12 guardians.

We saw his speed in the fight with Kazuma and i don't think Nejis that fast.

This is where you failed, my friend. Tsunade doesn't have a blood line, and she could whip Sasuke and just about any other Ninja there is.

Asuma would win, like someone had already said years of experience, and he does have speed. But not godly, but more then Neji has at the moment. And besides, Asuma ALSO has the Ash product burning technique, which would leave Neji completly scarred since all Asuma has to do is click his teeth when he blows the ash out.
