No way. Shino would win this.
Kiba actually said out of all of the Gennin in the Chuunin exams, Shino was the only one he would never fight.
I know we haven't seen much from him. But he is definitly stronger than Kiba.

I would say shino.
he's strong, smart, and I think we didn't see all his powers yet.
kiba is too rash, he wouldn't win against shino.
