what will it be based on, and what kind of forum will you use? e.g vB, phpbb etc?

I will help you but you first need to give us the link. Well ask Nondomo to make you a banner and ask Mikaya to modarate the site, and il be uploder of manga, anime and an active person and i could be an mod if you want.
