Neji is the only one who can see them.
But the other hyuga's still can block them.
Neji can block them and see them.

They can see chakra.
But not the chakra points.
Only Neji's is that advanced.
But your not getting it.
Neji can block them, because he can see them.
Which means if he can block them, so can the other Hyuga's. I'm not saying they can see him, but since Neji can block them, the other Hyuga's can too.

It's not an agreeable or disagreeable matter.
