You forget this is a battle royal with everyone in the battle iat the same time so if gaara unleashes shukaku on haku then he unleashes it on all of them and wins.

Alright lets look at the facts when sasuke got near that ball of sand gaara was in it attacked him and he got away because he had speed, speed that the others don't have. so if they get close it's over especially for neji who has to get close to do anything.

And don't say rotation becuase that's a dfensive move not a offensive move.
