Neji vs. Haku

Neji can see all, he has Rotation.
Not to mention the giant roation in which he could break the mirrors.
If Haku gets in the mirrors he'll just have to break them.
That's the closest thing to an obstacle he will have to overcome.

No. Haku was beaten by Naruto when he released the Kyuubi's chakra accidentally. Hardly normal conditions and Naruto becomes incredibly strong in Kyuubi mode, as we saw when he pulled out the fourth tail.

I think presuming Neji could break the mirrors is a mistake. Sasuke also has kekai genkai and he couldn't break them. It took the kyuubi's chakra to do it. We're talking about a bloodline limit here. Not random glass panels.

Still, I'm not sure who would win. Neji could use the Kaiten to defend from the needles and Haku would be safe inside the mirrors. Definate stale mate, I think.

I think Neji would probably win. I mean, there is a reason that he is a jounin right? The anime did not reveal all of his new moves. Also, he has byakugan so he would be able to see haku but i'm not sure if he would be fast enough to react. Its all a question of how much Neji has grown.

Neji would win this. He can see chakra points, so if He looks around he can find Haku easily. Now Haku's Ice Mirrors is useless. What do Haku have now? Nothing.
