It took Gai at 600% Power, Neji, Tenten AND Lee to beat Kisame who was at 30% power.
This was a test and you failed miserably.

Kisame was at 30% power and managed to beat Gai at 600%, Neji, Tenten and Lee at 100%.
But somehow Kisame at 100% is incredibly weaker than Kisame at 30%?

#1 Neji shut Naruto completely down. The ONLY reason he was still standing was the power of the Kyuubi. That is the only reason, PERIOD.

#2 You know without a shadow of a doubt the moment Naruto gets hurt he is automatically getting help by the fox. Only after that fight has Naruto showed true promise.

Let me get back on topic. This would be truly a hard fought fight. I think Neji could win this fight but he would have to exhaust all avenues to do it. All Neji's attacks are chakra based attacks. He would have to strictly stick to Kaiten to nullify any ninjutsu attacks and tenketsu and gentle fist when in close combat. There is no real point for him to do kaiten when they are close anyway. We have never, EVARRRRRRRRR seen anyone lay a hand on Neji except for Naruto (and Neji had his defenses down and Byakugan deactivated).
Since this is Kisame however we are dealing with someone a bit special too. He has Samehada, a sword that can suck chakra. He also has vast water ninjutsu. He also single handedly defeated the 4 tailed jinchuuriki (who has a crap load of elemental attacks). At 30% he pushed Gai to the 6th gate (could have been because Gai wanted to get it over with because they had somewhere to be). But Gai being a Jounin, I do not think he would just push himself that far if he didn't feel he needed to. Otherwise, he probably would have went a 3 or a 4 (which is still a lot).
They both have good qualities.

I like them both equally so naturally I am gonna see the good in both. I am not really sure on this one. Kisame is just plain powerful, but Neji is very precise and intelligent. There are ways they both could win. I say draw.

I love how people put their own interpretations on things and lean a fight in their favor. I am dealing with pure facts.

Regardless of how much chakra you have, a chakra point is a chakra point, PERIOD. Naruto has a DEMON. That is SUPERNATURAL. Kisame is a HUMAN, a f**ked up looking super powered human but a human non-the-less. That is why I said it would be a hard fought battle. It will not be easy for Neji. Kisame is a very large mountain to climb but he is beatable. Neji could very easily loose as well. That is why I call it a draw.

Kisame completely. Neji is strong and one of my favorite characters after Naruto and Garra of course. Im tired of people with this kyuubi junk. Naruto has the kyuubi he uses it.
