Origins:When Zim requests a SIR Unit, the Almighty Tallest, not wanting to give Zim a fully-functioning unit, offers him a new "prototype" of a SIR. They then assemble a robot with parts from a garbage can, and put whatever they had in their pockets (pennies, paperclips, and bubble gum) into his head, making a supposed brain.

Gir's bio:GIR is Zim's robot slave, easily influenced yet impossible to fully control. He is incapable of focusing attention on important things for long periods of time and often speaks with no relevant coherent thought in mind, making him almost completely useless at best and often disastrous and hazardous.
