Well this is dubbed so there really aren't many options. So it would have to be Jiraiya at this point in the story.

I don't even know where the dubbed is anymore. But I guess Naruto didn't really surpass Jiraiya until Shippudden's interlude.

Well, Oorochimaru is still pretty badass.

Naruto if you get him pissed enough. I don't think pain could deal with 8 or 9 tails.

hmm well since this is still in dubbed it isnt naruto yet so i would have to say either gaara or believe it or not lee because he has the ability to open his chakra gates which makes him nearly unstopable

No! Naruto might be the strongest one day, but not yet. Not even with the nine tailed fox he would be the strongest, because he can't control it.
I'm not sure who is the strongest, but Kakashi, Orochimaru, Jiraya and Tsunade can be some of them.
