Kisame and Nidamine are both Water masters, the only difference is one can breathe underwater and the other can't.
Kisame can do everything Nidamine can, but Kisame has his sword.
Nidamine is the second weakest Hokage, not the second strongest.
Sarutobi, Minato and Shodamine are strongest than Nidamine.
Shodamine is for sure, which is why he was the first and not Nidamine.

His new form of Chidori is as strong as Kakashi's Raikiri. So they are equal for the most part... Both very fast too. And Sasuke is definitely stronger than the people you put for 10. Why else would Itachi fight him if he was that weak?

Shadow Clones won't confused Kisame.
Kisame would for one, notice an Itachi coming out of Itachi, and for two see through it, seeing as if a shadow clone gets close it disappears because it's chakra is sucked from it.

30% of Kisame, was too much for 600% of Gai, Neji, Lee and Tenten.
While 30% of Itachi, was not enough for Naruto.
