They provide personal security for orochimaru and they kept ANBU black ops out of the fight between Orochimaru and Sautobi. I would say right on Jounin level.

Agreed.

At the beginning of the series genin sasuke took out two chuunin's trying to chain them up. Genin Naruto beat jounin level Kabuto.
