His fight with Kankuro, he got close, Kankuro was down a minute later.
Neji doesn't have a huge chakra supply.
Neji gets close, Shino places a bug.
Even if Shino gets knocked back, Neji'll take a huge hit from the bugs.
It took 6 to beat Kankuro to a pulp when Kankuro was at full strength,
About 11 or 12 could take down Neji.
And Kankuro didn't even notice them, and wouldn't of if they hadn't of severed the strings.

your all wrong if shino gets close its through neji is to fast but even if shino manages to put a bug on him neji will notice it quickly the only chance that shino has is long ranged the only reason that shino got close to konkuro was because konkuro uses long ranged as well and hes weakest when the opponent is close up
and besides neji isnt a puppet master so there is nothing to sever but all they would do is drain his chakra and since neji has the byakugan he will notice as soon as he feels his chakra getting low
