Abilities: As last seen in manga.
Restrictions: Sasuke cannot use Mangekyou Sharingan. He does not have CS.
Mindset: In character and fighting to kill.
Note: OP to be updated regularly alongwith manga.
Rock lee and sasuke have the exact same speed, but with the sharingan on top of that, Sasuke will be able to predict his moves.

Maybe, maybe not, While Sasuke attained his speed during the chuunin exam, he's also been training with Oro for 3 years, Sakura expressed her surprise at Sasuke's speed when he went at Naruto, so we can assume he got faster, and her shock also seems to point towards Sasuke being faster. I think that Sasuke would win this fight.

if we take this into shippuuden sasuke would win his speed has increased a tremedous amount and he killed deidara (technically deidara killed himself but was also trying to take sasuke with him and failed) so sasuke would take lee in shippuuden

Lee also stated that when sasuke was running around gaara, he began to move at the same rate as lee with his weights off
The way I see it...all misery derives from human stupidity.... those humans...
they have the same speed but sasuke cant imatate the gates therefore lee would have the upper hand
i kinda say sasuke,but they both have great speed,but sasuke has the advantage of being able to use jutsu,but if rock lee loses the weights,he could be fast enough to the point that sasuke wouldnt be fast enough to react
