I believe you mean Deidara of the Akatsuki organization, which he uses exploding clay birds. but tobi was never shown on screen that he died.

of course! Tobi has that crazy transportation jutsu that puts him almost anywhere i think. he was only running away from the explosion cause he was being silly. he has enough skill to get away from some suicide stunt Deidara was trying to pull off. just like how Sasuke used the snake summon to get away from the explosion. all they had to do was go to a different place.
